Surgeons Move Bombay HC Against PIL Challenging Dental Council’s Hair Transplant Guidelines

The Association of Oral and Maxillofacial Surgeons of India has filed an intervention application in the Bombay High Court, seeking to be heard in a Public Interest Litigation (PIL) challenging the Dental Council of India’s (DCI) guidelines that allow oral and maxillofacial surgeons to perform hair transplant and aesthetic surgeries. The PIL, filed by the Dynamic Dermatologist and Hair Transplant Association, argues that these practitioners—who are primarily trained as dentists—are not qualified to perform these specialized procedures.

The PIL challenges the guidelines issued by the DCI on December 6, 2022, which authorized oral and maxillofacial surgeons to perform aesthetic procedures, including hair transplants. The petition claims that the guidelines permit unqualified professionals, namely oral surgeons, to conduct surgeries they have not been trained for. Specifically, the petition argues that oral and maxillofacial surgeons, who are trained in dental and facial surgeries, do not receive training in hair transplants and therefore should not be allowed to perform such procedures.
